All e-journal subscriptions are meant to be browsed, not systematically downloaded.

The agreements between the publishers and libraries specifically forbid downloading fulltext of entire issues of journals, and consider such downloading to be a major breach of the agreement which can lead to stopping the service completely.

In the digital library environment, it is relatively simple for the supplier to monitor use and pinpoint abuse. While libraries are aware of this, individual researchers may not be, and there have been several unpleasant incidents in recent months in which the suppliers have notified libraries of such misuse.
