1. Emergency Response

1.1 Emergency Response Procedures and Contact Numbers

Prepare the following information:
  1. Your name and contact number - telephone, beeper, cellular
  2. The location of the emergency - area, building, room number, etc.
  3. The nature of the emergency - fire, chemical spill, radiation exposure, medical, biological hazard, etc.
  4. The number of persons affected and/or injured
Other safety services will be contacted as required, and you will be instructed.

1.2 Fire or Explosions (see Section 6)

  1. Assess the problem
    *Alarm - is the fire close to you?
    *If yes, identify the source of the smoke (fire, chemical reaction, steam).
    *What chemicals, materials or equipment are close to the fire?
    *Has anyone been injured (burned or smoke inhalation?

  2. Stop Exposure or Danger
    *Small fires in vessels: cover with lid to isolate from oxygen source.
    *Small non-chemical fires: extinguish the fire with hand-held extinguisher, bending low with your back to the exit door or opening.
    *Otherwise, sound the alarm. For fires involving hazardous chemicals, close doors and windows and EVACUATE!
    *Do not use elevators.

    For special hazard exposure areas (biological, chemical, or radiation),
    leave the area and close the door immediately.
    Activate the fire alarm!

  3. Call for Help!
    *Notify the Emergency Services (Security): Ext. 2999, 3515 or 2194.
    *Sound the Fire Alarm to evacuate the building.

  4. Immediate Treatment
    *In case of smoke inhalation, remove the injured person to fresh air.
    *In case of burns, follow first-aid procedures (as described in section 3.1) and take victim immediately to Kaplan hospital.
    *If clothing or hair catches fire: Wrap a fire-blanket around the victim, or drop to the floor and roll to smother the flames.

  5. Reporting and Follow-up
    *Do not re-enter the area without permission from the Safety and Environment Unit.
    *Complete and submit a "Work Accident Report" to the Safety and Environment Unit immediately.

1.3 Chemical Spills (see Section 7)

  1. Assess the problem
    *Hold your breath! Are you in immediate danger?
    If yes or you are unsure, exit immediately and shut the door.
    *What hazards are associated with the chemical?
    *Was anyone directly exposed (spill, gas, smoke, aerosol)?
    *Is the spilled chemical adjacent to other chemicals or materials?

  2. Stop Exposure or Reduce Hazard
    *Non-hazardous chemical spills: Prevent chemical from spreading (contain), clean-up.
    *Small (<1 liter) hazardous chemical releases: Notify and/or evacuate persons in the immediate area.
    *Large or/and very hazardous chemical releases: Sound the fire alarm, exit, close off the area where the release occurred.
    *If someone is splashed by a chemical: Remove affected clothing. Flush the skin and/or eyes with generous amounts of water.
    *For volatile chemicals: Open windows. Close doors. Exit the premises.
    *For fires: See section 1.2

  3. Call for Help! (Depending on the severity of the spill)
    *Notify the Emergency Services (Security): Ext. 2999.
    * Notify your supervisor and the Department Safety Warden.
    *Sound the Fire Alarm to evacuate the building.

  4. Immediate Treatment
    *Continue flushing skin, or eyes at the eye-wash station, for at least 15 minutes. Obtain medical attention.
    *Small spills (< 1 liter) with known hazards may be cleaned up after informing the Safety Unit and only under its supervision (including wearing appropriate protective clothing).

  5. Reporting and Follow-up
    *Do not re-enter the area without permission from the Safety and EnvironmentUnit.
    *The Safety and Environment Unit will direct/clean-up any large or dangerous spills.
    *Complete and submit a "Work Accident Report" to the Safety and Environment Unit immediately.

1.4 Radiation Exposure (see Section 9)

  1. Assess the problem
    *Was any material spilled or inhaled by persons present?
    *Is there an infectious agent or hazardous chemical component?
    *What is the quantity of material spilled?

  2. Stop Exposure or Danger
    *In case of exposure to radiation contact the Safety and Environment Unit (Preferably the Radiation Officer or Monitors).
    *If someone is splashed by radioactive material, remove all contaminated clothing and clean skin with soap and water to avoid transferring the radiation. Avoid organic solvents or abrasive soaps.
    *Notify persons in the immediate area, mark off the contaminated area, evacuate the room and shut the door!
    *The contaminated persons should not leave until checked by the Radiation Officer or an Inspector.

  3. Call the appropriate number for Help! (Depending on the severity of the incident)
    * Notify the Radiation Safety Officer: Ext. 2810.
    *Notify your supervisor and the Department Safety Warden.

  4. Immediate Treatment
    *In case of direct exposure to non-ionizing radiation, stop the source from radiating and leave the target area.
    *For spills, treat for the biological or hazardous chemical component first.
    *If the skin has been perforated by a needle or broken glass, rinse under tepid water.

  5. Reporting and Follow-up
    *The Radiation Unit will direct/clean-up any spills.
    *Do not re-enter the area without permission from the Safety and Environment Unit.
    *Complete and submit a "Work Accident Report" to the Safety and Environment Unit immediately.

1.5 Medical Emergencies (see Section 3)

  1. Assess the problem
    *Incident: Heat burn, chemical burn, cuts or abrasions, breaks or strain, poison, electric shock, heat stroke.
    *How many people have been affected and what is the severity of the accident?

  2. Stop Exposure or Danger (Depending on the severity of the accident)
    *Acid or alkali burn: Rinse skin for at least 10 minutes.
    Irrigate eyes at eyewash station for at least 15 minutes.
    Electrical shock: Cut off power source, treat as major injury.
    Heat stroke: Remove from heat, loosen clothing, and rest.

  3. Call for Help! (Depending on the severity of the accident)
    * Notify Emergency Services: Ext. 2999.

  4. Immediate Treatment
    Heat burn: Cover with dry and sterile bandage. Do not perforate blisters.
    Acid or alkali burn: If signs of burn remain, rinse for 30 minutes. Cover with dry and sterile bandage.
    Cuts or abrasions: Cover with dry and sterile bandage. Use pressure to stop major bleeding.
    Major injury: Lay victim down. Keep victim warm, still and quiet.
    Poison: Call for an ambulance (Magen David Adom) or take casualty to the Emergency Department of the Kaplan Hospital. Keep casualty warm.
    Toxic gas inhalation: Bring victim to an area ventilated with plenty of fresh air.
    Electric shock: Keep victim warm, resting in a prone position, and quiet. Do not move.
    Heat stroke: Cool body (especially head) with wet cloths. Allow to drink water only in small sips.

  5. Reporting and Follow-up
    *Following first-aid, call for an ambulance (Magen David Adom) or take casualty to the Emergency Department of the Kaplan Hospital.
    *Complete and submit a "Work Accident Report" to the Safety and Environment Unit immediately.

1.6 Biological Hazards (see Section 8)

  1. Assess the problem
    *What is the infectious agent and its hazard potential?
    *What is the cause of exposure (aerosol, injection, breakage of a container, animal bite, other)?

  2. Stop Exposure or Danger
    *Broken skin/puncture: Rinse affected area under running water!
    *Spills on a person: Stop work, remove clothing, shower.

  3. Call for Help! (Depending on the severity of the incident)
    *Notify the Biosafety Officer Ext. 3457, or the Emergency Ext. 2999.
    *Notify your supervisor and the Department Safety Warden.

  4. Immediate Treatment
    *Broken skin/puncture: Continue rinsing area.
    *Spilled hazardous biological material on a person: shower with disinfectant soap for at least three minutes.

  5. Reporting and Follow-up
    *Do not re-enter area without permission from the Safety and Environment Unit.
    *The Safety and Environment Unit will supervise or disinfect the area.
    *Report immediately to Institute Nurse for blood tests and doctors examination, which will be administrated as required.
    *Complete and submit a "Work Accident Report" to the Safety and Environment Unit immediately.
