Institute scientists have raised the need to carry out purchases via credit card - for special scientific equipment with immediate availability.
Making such purchases via the division’s main credit card may create regulatory problems, as well as logistical and operational challenges. Additionally, Institute procedures limit the scope of purchases that can be made via credit card.
The solution: Jobber - an auxiliary supplier for online purchases -
- Jobber is a local supplier specializing in international procurement, including credit card-based online purchases, and supports end-to-end ordering, payment, shipping, import, customs handling, logistics and more.
- Jobber charges a commission for the service, amounting to 10% of the purchase amount or a minimum of 120 NIS, whichever is higher.
- Working with Jobber makes payment by credit card possible, even when suppliers do not facilitate regular ordering.
- During the course of the Institute’s Jobber pilot implementation, commissions will be financed via the Institute's budget, not via departmental budgets.
Departments are to issue purchase requests without commissions. The supplier will then consolidate commissions within a periodic invoice, to be paid via a
Procurement division pilot-designated budget.
Jobber pilot procurement terms:
- Purchase amounts must be higher than 300 NIS, including VAT.
- Scientific procurement only.
- Payment to the supplier may be performed by credit card only (if purchase order-based procurement is possible, procurement will be carried out as usual, via an international or local purchase order).
