Your role will include:

The position involves overall management and professional leadership of payroll, pension and insurance operations for all Institute employees, approximately 4,000 employees and students. The role includes responsibility for the development and implementation of policies, compliance with wage agreements, labor law and regulatory requirements, management of domain heads and professional teams, and ensuring accuracy, quality and service excellence across all related processes.
The position reports to the Head of the Human Resources Division.

Key Responsibilities:
• Formulating and implementing professional policies in the areas of payroll, pensions and insurance across the Institute.
• Developing annual work plans, leading projects and prioritizing resources to achieve departmental objectives.
• Identifying trends, collecting and analyzing data, highlighting gaps and leading change and continuous improvement processes.
• Providing optimal professional guidance and developing tailored, operational solutions aligned with the Institute’s needs.
• Overall management of the department, including professional guidance, mentoring and supervision of the Head of Payroll and the Head of Pensions and Insurance, as well as management of departmental teams.
• Overall responsibility for the accuracy and compliance of payroll, pension and insurance payments in accordance with agreements and regulations.
• Handling sabbatical-related matters, leading retirement processes and conducting meetings and consultations with retirees.
• Developing professional expertise and establishing leading, innovative knowledge centers in the department’s areas of responsibility.
• Representing the department and the HR Division vis-à-vis external professional bodies, pension funds, insurance companies and service providers.
• Representing the department as part of the Human Resources Division’s management team.

Skills and abilities:

• Academic degree required. An advanced degree is an advantage.
• At least 7 years of experience in the relevant fields within a large organization required.
• In-depth knowledge of collective labor agreements and labor law required.
• Experience working with advanced payroll and pension systems required.
• Relevant professional knowledge in pensions, insurance and attendance systems.
• Proven experience managing teams of employees and managers required.
• Excellent interpersonal skills and strong communication abilities in a complex, sensitive, multi-stakeholder environment.
• Ability to work under pressure and manage multiple tasks simultaneously.
• High-level proficiency in Hebrew and English.
